TITLE: LABOR RELATIONS SPEC SR (DISTRICT)
GRADE: EAS - 21
FLSA DESIGNATION: Exempt
NON-SCHEDULED DAYS: Saturday/Sunday
HOURS: 08:00 AM - 05:00 PM

Functional Purpose
Resolves complex labor relations problems affecting arbitration, grievances, contract administration, and labor relations practices and procedures. Provides guidance and training to lower-level Labor Relations Specialists and to local operation management representatives.
DUTIES AND RESPONSIBILITIES
1. Analyzes complex labor relations problems associated with local implementation, negotiations, and contract administration; develops data and supporting materials for use in grievance and arbitration cases and local negotiations.
2. Prepares position papers on grievance appeals at Step-2 and when appealed to Step-3 of the grievance-arbitration procedure; participates in pre-arbitration and arbitration meetings with union representatives; advises management on pre-arbitration and post-arbitration briefs and resolutions as well as analyses of arbitration awards.
3. Represents the Postal Service in arbitration; Debt Collection Act; ELM 650 and unemployment compensation hearings. Assists the Law Department with the development of case files for hearings before the Equal Employment Opportunity Commission (EEOC) and before the Merit Systems Protection Board (MSPB).
4. Provides advice, counsel, and assistance to local processing and distribution, customer services, and post office managers on labor relations issues and procedures affecting employees covered by labor agreements, including the negotiation of local memorandums of understanding, explaining provisions of labor agreements, and making settlements or writing denials on grievances at Step-2 of the grievance-arbitration procedure.
5. Provides ongoing contract interpretation, advice, training and information; provides technical guidance to management to ensure consistency in the administration of labor agreements.
6. Conducts audits of labor relations policies and procedures to ensure consistency in application.
7. Develops and presents formal and informal training programs regarding labor agreement interpretation and applicability, including grievance and disciplinary procedures, local negotiations, human relations, and union/management relations.
8. Provides program oversight and technical advice and guidance to other employees regarding labor relations policies, processes, procedures, and systems.
9. Provides guidance and training to lower-level Labor Relations Specialists.
Qualifications/Requirements
1. Knowledge of labor relations programs, policies, procedures, and agreements at a level sufficient to advise local managers and employees, provide contract interpretation, and to develop and conduct training programs.
2. Ability to collect, integrate, and analyze information in support of grievance and arbitration cases and local implementation, negotiations, and contract administration.
3. Ability to prepare position papers on grievance appeals.
4. Ability to conduct audits of labor relations policies and procedures to ensure consistency in application.
5. Ability to represent the Postal Service in arbitration and administrative hearings.
6. Ability to communicate orally to provide guidance and training to managers as well as employees and participate in prearbitration/arbitration meetings with union representatives.
